Reduce vote cooldown#467

I think the cooldown must get reduced. Why? Because every user wants benefit/s from voting the bot twice a day and have schedule for voting. But you know the cooldown is 12 hours and they are not robot who can exactly voting at same time as yesterday. For example i want vote at 8 pm and 8 am, but i forgot the notification and voted 10 minutes after. That means the schedule just get delayed for 10 minutes. Imagine if that happens for 10 days, delayed for a hour and 40 minutes. So the schedule not 8 pm and 8 am again but 9.40 pm and 9.40 am. What i want to say is reduce the cooldown to 11 hours and 30 minutes, and they can vote twice a day without sacrifing 1 day for reschedule. Sorry for bad english.
